High-value is not synonymous with a phishing site. If anything, it is a victim 
of phishing sites.

<http://bankofamerica.com/> are high-value sites.

paypaal.com <http://paypal.com/> and bank-of-america.com 
<http://bank-of-america.com/> are phishing sites.
