Hi Mehmet, all,

This version addresses point #1 of Mehmet's Opsdir review [1], related
to the impact of STAR on CT.  With regards to point #2, Roman indicated
that Section V of [Topalovic] and text in Section 7.1 should
sufficiently cover the issue.
