So,
a) can't do firmware upgrade.
b) lets do firmware upgrade with new method

I think that doing dns-01 challenge is the right answer.
(I'm also not sure the IETF should be designing things to go against some
local authority for some license, as much I also agree such things are silly)

I have regularly used dns-01 from a provisioning server on behalf of other
hosts.
