I guess it is, and if it is, it should be happening due to a call from thermal code. If it is indeed happening that way, can you add some print messages in driver/acpi/processor_thermal.c acpi_thermal_cpufreq_decrease() and acpi_thermal_cpufreq_notifier() and check when those are getting called.
