I think you probably mean "echo 3 >/proc/acpi/fan/FAN/state"
please attach the dmesg output.
try:
echo 0xffffffff >/sys/module/acpi/parameters/debug_level
echo 3 >/proc/acpi/fan/FAN/state
echo 0x0f >/sys/module/acpi/parameters/debug_level
and attach the dmesg output as well.
