Just to clarify,
- acpidump in comment #3 is after the CPU upgrade?
- CPU freq scaling works on Windows. Is that observation after the CPU upgrade?
Typically older BIOSes does not have full support for newer CPUs. Can you check
whether there are any BIOS updates available.
