Always check DEVICE_PRESENT when handling callback functions

In addition to the previous 2 patches, could you try this new patch.
This will block all calls from mac80211 while the device is busy
suspending/resuming. Because the panic happens when the interface is up, I
believe the bug occurs because mac80211 is using a callback function just
before the device is correctly reinitialized.
