So there are only 10 levels that actually works, while you can get 20 from
reading /sys/class/backlight/acpi_video0/max_brightness, right?

Yes, ACPI does support 21 levels on this laptop.
Please attach the result of "cat /proc/acpi/video/GFX0/DD02/brightness".
and the content of /proc/acpi/video/GFX0/DD02/brightness after set it to some
value lager than 10.
