Having said that, if you see all 3 C-states in /proc/acpi/processor/*/power with the kernel not having CPU_IDLE configured and with CPU_IDLE configured it can only work with max_cstate=2, then there is some bug in CPU_IDLE. I think we can reduce the priority of this one as it is not regression. I will send some debug patch soon that should help us identify what is going wrong with CPU_IDLE.
