cleaner storm detection, lower lattencies
Here is rewrite of EC transaction mechanism, should allow
faster transaction and lower latencies for queries. Also GPE is not disabled
completely, so no queries are lost (even fast ones).
Number of interrupts remains low (< 1000 after one hour of uptime)
