In which way does hot-plug of the card not work?
Doesn't it appear in lspci?
Or does it, but ohci1394 or firewire-ohci is unable to initialize the card? 
(Have a look in dmesg and in /sys/bus/{ieee1394,firewire}/devices/.)

If it doesn't appear in lspci, make sure that you got the pciehp driver.  If
that one is built modular, also try it statically built into the kernel.  Also
try the acpihp driver.  (Disclaimer:  I don't know what I'm talking about.  I
know FireWire but not PCIe.)
