In such case it will work in UP mode even when the MPS table is found. If we don't do so, the ACPI will work in PIC mode but I/O APIC is still used. It is inconsistent. So the system will work in PIC mode when there is no APIC table. IMO this is a BIOS bug and it had better be fixed by upgrading BIOS.
