ACPI / EC: Remove race between EC driver and suspend process (rev. 3)

Unfortunately, I have to update it once again.

I overlooked the fact that the previous patch would break the error paths and
test modes, so the EC transactions need to be "resumed" in more places than in
the previous patch.

This patch is essentially a combination of the two previous patches.  It
"resumes" EC transactions as soon as reasonably possible during wake-up and at
the same time it takes care of the error paths and suspend test modes as well.
