so this issue exists in both intel_idle and acpi_idle, can you try
intel_idle.max_cstate=1 or 2, 3?

also please add kernel parameter 'initcall_debug' but not
'intel_idle.max_cstate=x', do 'echo 8 > /proc/sys/kernel/printk' before
shutdown, try to reproduce the issue and attach picture here.
