it looks like 2.6.37 is okay,
and 2.6.38 and 2.6.39 have a single thread that is running full speed.
It would be good if you could run 2.6.38, rather than -rc4 to confirm
that this is a 2.6.39 regression.

it would be interesting what you see when booted with maxcpus=1
is the only available cpu 100% busy?

powertop -d
output would be useful in both cases.

also, if there is an interrupt problem,
watch -d 2 cat /proc/interrupts
will expose it pretty quickly
