Have you tried booting with no_console_suspend on the command line and
CONFIG_USB_DEBUG and CONFIG_DEBUG_DRIVER enabled?

It sounds like the suspend never finishes.  Instead the computer is left in
some invalid intermediate state, with devices partially configured.  Then when
the power is turned back on, the BIOS does not go through a full reset.
