My Pixelbook Eve laptop (model C0A) no longer detects the Intel(R) Dual Band
Wireless-AC 7265 adapter on boot after upgrading the Kernel. However, if I
suspend to RAM (e.g., closing the laptop lid) and resume it, I can use WiFi
again and the detection is shown in dmesg.

The hypothesis now is that Mr. Chromebox's UEFI is not properly initializing
ASPM.
