Shawn: We would like the application to actually run when the link is clicked. The .EXE file is on a different server, and we were using a path such as <A HREF = "\\server\app.exe">App Name</A>. The application is to be ran on the client machine (the one running the .ASP page). We are positive that all dependencies are installed on each client.
