You can install IIS on XP home, although I hear it's unsupported:

And there is always Casinni:
 
http://www.asp.net/projects/cassini/download/Default.aspx?tabindex=0&tabid=1
 
Either one will run ASP.NET.  Just make sure that you have the .NET framework 
installed too.
