You can download from MySQL.com for free. If you're going to use the software for commercial purposes, you're supposed to pay for a license. All licenses support unlimited users/connections, and licenses start at $295. If you want all the fancy enterprise-type features, you can pay as much as $595 or $1,495, still with support for unlimited users/connections. For basic web applications, all most people would need is the $295 license, if you're going to use it for commercial purposes.
Compare those prices to SQL Server. I think the cheapest you can get SQL Server is $1,000+ and prices go up drastically from there depending on the number of users/connections, number of CPUs, etc. As for "sturdy"... I know people who use it for mission-critical data stores of large amounts of data in a manufacturing setting. I think you're only limited by the size of your disk storage.
