I need the open from FTP and save to FTP options of BBEdit.
Yes you can. Install MacFUSE and the ftp filesystem. You can then
mount any ftp/sftp server as a volume and edit directly with
TextMate. (Or at least you should be able to, I haven't tried it yet.)
Actually, if you can set up ssh access on the target machine, you can
use sshfs which is preferable.
