Jim,

We had a similar requirement where we needed to support file names
longer than what 4D's quirky length limitations allow. We had to grab
the original filename before we processed it server side. We then used
shell commands (w/ LEP, but in our case we used the Pluggers scripting
plugin) to restore the long name after we'd stored the file. You could
possibly do something similar to adjust the timestamp. I think the
'touch' command can do this. You may need to do some client-side
Javascript to grab the file's date time and stuff those in a hidden
variable sent with the upload submission.
