The problem database does not use " SET DATABASE PARAMETER" anywhere. No other databases are running when the message appears. A variety of other database correctly publish when launched on this same box. The problem database works correctly on a different box. The message appears when the START WEB SERVER command is executed inside A4D_Init. It is possible that this has nothing to do with Active4D as Aparajita has said. The symptoms point to a problem in the db template/computer combination. I am able to work on it remotely at the moment. When I discover the cause of this problem I'll publish it here.
