If they are in the same application package, you can definitely use an alias or symlink to one master copy on the Mac, and you might be able use a shortcut on Windows, but I can't guarantee it.
Otherwise the only option is to have an installer that installs the ICU data on the user's machine and remove it from the framework. See the Installation chapter of the docs for info on where the ICU data can be installed.
