I´ve always used port forwarding  since the time it was difficult for 4D to use 
port 80.

 in this case
00104 fwd 127.0.0.1,8080 tcp from any to 127.0.0.1 dst-port 80

In the 4D 2004 version this worked all the time and as I wrote, the version I 
converted 3 months ago to 12.5 and at that time active 4d 6.1 r1 is running 
fine with the same virtual host file.
