I don't believe it is possible to do what you are trying to do without
rebuilding a new forest.  It might be simpler to just maintain the
pilot.com domain as an empty forest root (not an uncommon approach).

The forest root domain contains the enterprise administrators and schema
administrators groups.  These are forest wide groups and cannot be moved
from the root domain.

Hi guys,

I have two domains set up pilot.com and test.com, they are both in the
same forest although they are different trees and pilot.com is the root
domain.

Most of the accounts i need are in the pilot domain, so what i did was
to use the admt tool to move all the user and computer information i
need from the pilot.com domain to the test.com domain. That being
completed, i want to demote the pilot.com domain and make the test.com
domain the root domain controoler, i tried achieveing that through
dcpromo, but i keep getting an error saying that the pilot.com domain
still has a leaf domain below it.

How can i demote the pilot.com domain and make the test.com domain the
root domain controller.
