Try making the account that back ups the system state the enterprise and
domain administrator account to see if that solves the problem.  Then you
will know that it was a permissions problem if that worked.

For the Backup Exec users - have you seen problems with v8.6x not
backing up system state reliably? If so - were you able to correct them?
The error was usually something involving not being able to access the
data. But the account running the backup has admin access to the server.

We've seen it here and the vendor hasn't been much help.

Any ideas?
