If the data is static, then your best hope is either the FRS event log (what part do you find unreadable??) or the Debug logs, if so enabled.
 
If the data is not static, you can't really be sure when the replicas managed by FRS are in synch.
 
Honestly, I don't know of any other tool.  It might be easier to come up with a solution if we understood the need.  Is there a particular application or problem that is being posed?

Hi,

How do I  know whether FRS actually completed it's synchronization and replicas are complete?

Simple way is to use a file compare util but I would like to avoid that.
