IIRC, it can't be done with the base GP's as delivered without using the Active Desktop.
 
This however, doesn't mean that it can't be done.  It is possible to use a startup script to set the reg keys, or to create an entry in the .ADM of your choice to allow you to apply it like any other GP entry.
 
If you decide to go the route of the new entry in an ADM, a word of caution.  The big benefit of GP over System Policy of legacy systems (NT 4, Win 9x) is that they don't tatoo the registry (i.e create permanent entries that are, at times, tough to remove without manual reg hacking).  However, these entries that we add to the .ADM WILL tatoo the registry.  In fact, you'll notice a distinct change in teh icon of the GP entry.  If you've noticed, they all have a blue band.  Entries that will be permanent will have a red band.  The reason that these are permanent is because of where they are put - GP has a 'volatile' set of keys.  One for Machine, the other for user.  The client side extensions are not aware of anything other than what is in GP, so anything that one might add to the ADM would not be processed - hence we have to change the registry to implement anything not in the delivered ADM.
 
In basic terms, it's trating GP just like System Policy in Win 9x or Win NT.  You need to remove it before you make drastic changes to the machine, otherwise it's very tough to get rid of.
