Joe, There are tools like ours (bv-Migrate)
that will associate, move to an appropriate OU, and update properties of ADC
created (disabled or not) users. We
do a SIDHistory lookup to ensure that no duplicate accounts are created. This is a very common and popular

bad choices (since the migration tool will create these same users WITH sID
