Rob, in your GPO, you can specify Disable Task Manager under Logon/Logoff. Check what GPO's she is getting for this option. There is also an option of "Don't run specified Windows applications" that could have been set for .bat, .exe, .msi, etc to prevent restricted users installing or running anything. I assume you have checked her GPO results on her system with GPResult.exe?
