There are no blocking issues when you want to add a W2003 child dom below a
W2000 root. You should however prepare the schema (forestprep) of your W2000
forest. 

You won't be able to increase the forest functional level to W2003 as long
as the forest contains W2000 DCs. But you can increase the domain functional
level of your W2003 child dom to W2003 without problems. However, be aware
of the fact that this causes you not to be able to add any more W2000 DCs to
this child dom (but why would you want to do this anyway ;-)?)

However, I'm curious why you want to add a child domain to your forest. The
new archictures/designs of AD infrastructures mainly consist of a single
domain/single forest or single domain/multiple forest scenario (due to the
fact that a forest is the actual security boundary within a forest and not
the domain!). There are limited number of valid reasons to implement a child
domain (directory partitioning or strict domain policy requirements for
example).
