I followed KB 300684 and got good results showing in dns. I was able to
initiate rep manually in Sites&Serv without error on most connections. Still
having some errors.
(I inherited a flat domain.)

 Run netdiag /v >netdiag.txt. Open netdiag.txt with notepad. Search the
file for the word "fatal". If you find any fatal errors you have to fix
them before proceeding. Then do the same thing for the word "warning".


The best way I have found to fix DNS errors (And I fix a LOT of them)in
an AD is to temporarily point all the domain controllers at one DC for
the DNS server with no secondaries. Then stop the netlogon service, run
ipconfig /flushdns, run ipconfig /registerdns, and restart netlogon. By
doing that, all the DCs are working off the same DNS database. Wait a
few hours to be sure that AD replication has copied all the DNS data to
all the DCs.  After that,I normally recommend that you point a DC at
another DC for it's primary, and itself as the secondary. If you have
more than 2 DCs, point one DC at the other 2 first and itself last. If
you have more than 4 DCs, point a DC at 3 others, and itself last. You
don't really need to point a DC at itself for DNS, but if it has to come
up offline, it will take forever to boot if you don't.

Nice thing about netdiag is that you can run it with the /fix switch and
often get some good results :)   

One thing to remember is the idea of the "island" effect.  When first
configuring your DC, be sure the primary DNS server is one of your other
DC's until replication finishes.  You also want to be sure that on
promotion, that DCPROMO puts the DNS records in their place, meaning
that DNS allows dynamic updates for that zone and that you have a
reverse zone in place prior (not really necessary, but much neater).

I just added a third DC to my domain. The Sysvol would not replicate to
DC3 until after I manually added an A record in the DNS.
In sites and services on DC3, I initiate replication from DC1 and 2 to
DC3, it gives "The following error occured when trying to contact the
domain controller DC3: the RPC server is unavailable."  DC3 cannot
contact DC3. DC3 dns settings look right to me. All DCs point to DC1 as
primary.

Also, in the AD | FRS | Domain Sysvol, DC3 does not appear in the list.

Events:
FRS- 13516,13509,13562,13508
DNS- 6702

What do I need to check next?
