Sounds to me like one of your FSMO roles is messed up. Is the DC that holds the PDC emulator down, or messed up?

Several employees are getting normal messages to change their passwords, and they proceed to do so.  The following day they are asked once again to change their password.  Any reason?  Should they ignore it?  Please advise.
