I will assume you are using exchange. Have you
installed the Outlook Security Form in the Exchange Public folder tree and set
the CheckAdminSettings reg key
(HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Security\CheckAdminSettings:0x1)?
If this is the case, then you need to allow the $$$ file
extension in that form. You then need to completely close Outlook
(file-->Exit, not just X the window) and re-open.
