Have you tried ISA 2004?  I'm pretty impressed.  They've done a lot to
improve the architecture and user interface, as well as performance.  I
actually really like this version, I was not a fan of ISA 2000.

You might want to consider using ISA 2004.  I'm not sure if IAS (sic -
Internet Authentication Service), can be used to authenticate to ADAM,
but it has a lot of other authentication options, you can set up the ISA
servers to use RADIUS authentication to a box, or boxes, running IAS.
