For a GUI util i'd suggest SuperScan from Foundstone, specifically the Windows Enumeration tab:

http://www.foundstone.com/resources/proddesc/superscan4.htm

For CLI:

nmap.exe -O
gettype.exe <http://support.microsoft.com/?kbid=190899>

Subject: [ActiveDir] OT: Online scan to determine OS

Very OT.

I'm looking for an inexpensive scanner that I can use to scan my
organization to see if there are any Windows 9x machines out there that
I
don't know of. I would conduct the scanning by IP address but I can't
seem
to find a reliable app to do this.

I have pulled the Lan Guard NSS however it's results aren't that great.
I
have 9x boxes showing up like they are unix or Windows XP.

Thanks,
