nope. you'd need to migrated - even with domain rename (which also allows you to change parent/child relationships of domains) you can't change which domain is the root of your forest.

Subject: [ActiveDir] making another domain forest root

Hi,

I’ve a little question: is it possible to make another domain forest root? I mean: domain X is now forest root domain, and I want to make domain Y forest root domain. If it is possible, how do I do this? (Actually, I want to shut down domain X, but I can’t since it is forest root domain.)

Many thanks in advance,
