I ran perfmon and things seem to point to disl I/O bottleneck.
The objects and counters monitored were as follows-
PhysicalDisk\Disk Writes/sec
PhysicalDisk\Disk Reads/sec

These were way above what MS seems to recommend via their formula of -Reads/sec 
+4* Writes/sec < # spindles *100 for raid 5

Also monitored were-
PhyscialDisk \Avg. Disk Queue
PhysicalDisk\Current Disk Queue

Avg. Disk Queue length is always at least twice the # of spindles and Current 
Disk Queue length is always over 0(it never drops to zero)

Finally 
PhysicalDisk \Avg. Disk sec/Read
PhysicalDisk \Avg. Disk sec/Write
This is also always above MS recommended .050 for both


For Process(store.exe)\IO Read Operations/sec is about 400 and Write 
Operations/sec is around 200.

  The hardware is an HP MSA500 ultra3 scsi.
 

Is it possible I need a faster bus?(fibre channel) or is something 
misconfigured?

I know a long time ago an eventid 9 on a scsi controller or disk could
also indicate a hardware issue. You might have a faulty/dieing
controller. Not saying that is the answer, but I've seen that event
caused by it.

I checked eventid.net before posting(always do).

those comments refer to tape drives and other devices sharing the scsi
bus OR hardware issues. 
the storage box is on its own bus and i checked
cables,termination,flashed rom,etc.
