Have you ever timed the sort of process you're suggesting (shelling xcalcs) compared to setting the permissions from in the script? I'd imagine there's an overhead to the process creation but the actual processing by xcacls might then be faster than a vbscript calling a DLL.
I know I could do it myself but there's a million other things to do and I'd be interested to know whether there's a speed gain!
