No it won't, Windows DNS simply doesn't work that way. The child DC/DNS server WOULD receive the _msdcs.<forest root> zone through its enrollment in the forestDNSzones app. NC but would NOT resolve against itself and would not distribute the namespace in the manner that is being requested.
