If you want to black all browsers you have to use reg files (for example)
for every browser.
You can also solve a problem on a tcp/ip level by using route command with a
-p switch after it
Let's say you 'll make a route -p proxyservername 127.0.0.1 :)
And that's it. All requests to proxy server from any browser will be
forwarded to loopback.

Are you issuing IP's via DHCP? How about hardcoding the IP Address on the
user's workstation, minus the gateway address, and then denying him access,
via GPO, to the network configuration. A bit of a dirty fix I know but it
might suffice.

Best approach for you will be to deploy in Your network proxy server with
requirement to authenticate for a user who wants to get access to internet
resources, then deploy proxy settings with GPO and on Your firewall block
access to Internet resources for any client host except proxy server.
