The user accounts can be migrated without the actual user connecting to the LAN, no matter what migration tool you use. However to migrate the client computers and re-acl the client computer the computers must be connected to the LAN. I'm sure of that if you use ADMT. I'm not aware if there exists a migration tool that can migrate "offline"
