Very interesting that that's in Group Policy. We used to do something similar for our Internet kiosks with a teeny homegrown VB app. In that case we pretty much chose to ignore the "user can open 100 windows at once and gum up the works" problem, since the kiosk was on a ridiculously short idle timeout that would close everything and start over for the next person anyway.
