It started with Windows XP and applies to local accounts.  See the
policy
COMPUTER CONFIGURATION\SECURITY SETTINGS\LOCAL POLICIES\SECURITY
OPTIONS\
Accounts: Limit local account use of blank passwords to console logon
only.

It is a policy, so it is configurable.

I'm "pulling this one out of..." but I believe it is ONLY local
accounts, on the assumption that your domain accounts, if they have
blank passwords, must be in compliance with a (poor but) intentional
security decision.

Also "pulling it out" but I do think it applies to all types of account
use.

I read that win2k3 won't let you connect to it if you have no password.
does this apply to connecting over a network via a drive mapping or unc
or RDP or interactive?
also does this apply to Winxp as well?
