I've had this happen before and have always been able to remove all permissions to the file in question with the exception of Domain Admins or my personal log in, depending on the situation. Usually it is removing the System permissions that does the trick though. I have domain admin permissions and the file is not read only.  It gives me the error messages that the file is in use. I don't want to reboot the server. Has anyone else had this problem and what was the solution?
