Possibly combined with some sort of tray based email monitoring tool that tells people to open email and read their messages if they don't have email open since email isn't generally considered live time like a net send mailslot message blast would be. Of course if that doesn't work, start looking at various IM packages like Jabber or SameTime or I maybe something from MS... You may find something that is based on the NET SEND mechanisms but remember that that is all handled through UDP named pipes / Message Slots (I wrote a tool to receive these and small article on how it works back in like December 1999 for Windows NT Magazine or maybe it was Windows 2000 magazine at the time - back before they pretty much sucked and were 90% advertising) and is not considered very reliable. Other than that...
