Also, please note that KB916803 referenced in MS06-019 is wrong. E2k3 SP2 and E2K SP3 do *not* get the new version of STORE.EXE that changes the "Send As" security. Only E2k3 SP1 gets the new STORE.EXE. At least so says MS06-019 (Security Update Information section).
