Known problem to me. First time it bit me was on a new OEM machine that was set up and the guy's Outlook appointments were an hour off from the rest of the office.

On the workstation side you'll go into the computer and it says "9:06" ..but standard and not daylight.

This is an issue that has nailed me to the point where I'm gp'ing that
setting ...you can get yourself in a situation where the workstations get an
hour off because they don't recognize that tickbox.
