Oh you certainly can, that is the way it used to be and how some people are designing again. Especially if they are building single domain resource forests for Exchange. The downside is that you have no fault tolerance for directory access for Exchange when done this way. When you have a GC local, Exchange will use it, if it starts screwing up, you get to reboot. A DC reboot normally is relatively quick and could be almost painless but not if you are running constantly connected services on the DC such as f&p or Exchange.
